UC Blue and Gold 2026: Free Tuition Under $100K Explained
Most California families earning up to $100,000 pay $0 in UC tuition. What Blue and Gold covers, what it doesn’t, and the March 2, 2027 deadline.

If your family lives in California and earns $100,000 or less, your student will most likely pay $0 in UC tuition.
UC calls this commitment Blue and Gold. For years the cutoff sat at $80,000. Starting with the 2026-27 school year, UC raised the line to $100,000. Thousands of families who assumed they earned too much now fall inside it.UC tuition for California students starting in 2026-27 is $15,588 a year. Over four years, Blue and Gold is worth more than $62,000 per student.
What Blue and Gold covers
- UC tuition (systemwide tuition plus the student services fee) at all nine undergraduate campuses: Berkeley, UCLA, San Diego, Irvine, Davis, Santa Barbara, Santa Cruz, Riverside, and Merced
- Four years for freshmen, two for transfer students
- Every grant source counts toward the bill: Pell, Cal Grant, UC grants, and outside scholarships
What Blue and Gold does not cover
Housing, meals, books, travel, and campus fees. Tuition is one piece of a UC bill. Room and board is the other big piece, and families feel the surprise when the award letter arrives. Students with higher need often get extra grant money for those costs. UC reports the average package for eligible California students at $22,000 in grants and scholarships.

Who qualifies
- California resident, or eligible under AB 540
- Family income of $100,000 or less (parents’ income for a dependent student)
- Financial need, as measured by the FAFSA or California Dream Act Application
- Enrolled at least half-time and making academic progress
Pay attention to one word on UC’s site: most. UC says most families under $100,000 receive enough aid to cover tuition. Need still drives the award. Family size, the number of kids in college, and parent assets all change the math. A family earning $95,000 with large savings outside retirement accounts shows less need than a family earning $95,000 with none.
How to claim the money
There is no Blue and Gold application. Your student qualifies by filing two things by March 2, 2027, for fall 2027:
- The FAFSA, or the California Dream Act Application for undocumented students. Both opened October 1, 2026.
- The Cal Grant GPA Verification Form. Most California high schools send the GPA to the California Student Aid Commission for you. Ask your counselor to confirm your student’s GPA went in, and make sure nobody signed the opt-out form.
Miss March 2 and the Cal Grant and Middle Class Scholarship are gone for the year. Those dollars are part of how UC fills the tuition bill.Don’t look for the words “Blue and Gold” on the award letter. The money shows up as Pell, Cal Grant, and campus grants. UC Merced, for example, calls its share a Bobcat Grant.
Earn more than $100,000?
You still have options. California’s Middle Class Scholarship reaches households with income and assets up to $250,000 for 2026-27, and the state adjusts the ceiling each year. The award shrinks as income rises. You apply with the same FAFSA by the same March 2 deadline. And UC is one choice among many. Private colleges hand out merit scholarships based on the student, not the parents’ paycheck. Over eighteen successful years, College Ready families have earned more than $80 million in scholarships. One of our students earned $643,600.

What we tell every family
File the FAFSA this fall, and file the form right. Your home and retirement accounts don’t belong on it. Cash in checking does count on the day you file. Those two details move the number UC uses to measure your need.
Then build the college list with money in mind. A free-tuition UC, a Cal State, and three private schools known for merit aid give your student real choices in April.
